    • With the arrival of Covid-19, inequalities became more evident, but also the need to advance inthe development of knowledge, science and technology worldwide, including least developed coun-tries. Thisdocument shows how Higher Education Institutions (HEIs) demonstrated, during the pandemic and the post-Covid-19 pandemic, to be fundamental actors for change. They undertook actions for economic developmentand social welfare from each of their substantive functions, which allowed them to generate learning to evolvetowards more sustainable ways of operating. The advance in the digitalization of education, the scientificknowledge available to decision makers, strategic alliances and more flexible operational management andgovernance systems, allow not only to bring HEIs closer to the expectations of the 2030 Agenda but to includeall sectors of society in that process.
