Habitar el pasado: Del barrio a las islas residenciales peruanas

    Habitar el pasado es una metáfora de lo que actualmente significa adquirir una vivienda social en el Perú. Es un concepto que hace referencia a “Herramientas para Habitar el presente. Vivienda en España: sociedad, ciudad, tecnología y recursos”, una publicación dirigida por Zaida Muxi y Josep María Montaner. La presente investigación reinterpreta las técnicas y metodología utilizadas en dicho modelo, para adaptarlas a la realidad problemática de la vivienda social, específicamente en Chiclayo, ciudad ubicada estratégicamente como punto de intercambio comercial del eje nororiental del país. Para esto, se seleccionaron cuatro proyectos del siglo XX, construidos por el Estado entre los años sesenta y ochenta, y otros cuatro del siglo XXI, construidos por empresas constructoras inmobiliarias a quienes el Estado escoge para formar parte de los programas “Mi Vivienda” y “Mi Vivienda Verde”. Sobre estos proyectos se realizaron los respectivos estudios de campo para indagar, contrastar y obtener resultados sobre los puntos analizados: tipología, sociedad, ciudad y sostenibilidad. Los resultados evidencian que el sistema de financiamiento aplicado por el Estado roza los límites de la exclusión, discriminación y endeudamiento para los diferentes tipos de familias en el país, considerándose insostenible en el tiempo.

    Inhabiting the past is a metaphor for what it currently means to acquire social housing in Peru. It is a concept that refers to “Herramientas para Habitar el presente. Vivienda en España: sociedad, ciudad, tecnología y recursos”, a publication directed by Zaida Muxi and Josep María Montaner. The present research reinterprets the techniques and methodology used in that model to adapt them to the problematic reality of social housing, specifically in Chiclayo, a city strategically located as a commercial exchange point in the northeastern axis of the country. For this purpose, four twentieth century projects were selected, built by the State between the sixties and eighties, and four twenty-first century projects, built by real estate construction companies chosen by the State to be part of the "Mi Vivienda" and "Mi Vivienda Verde" programs. The respective field studies were carried out on these projects to investigate, contrast and obtain results on the points analyzed: typology, society, city and sustainability. The results show that the financing system applied by the State borders on the limits of exclusion, discrimination and indebtedness for the different types of families in the country, and is considered unsustainable over time.
