La actual perspectiva del «lobby» en el deporte: ¿ficción o realidad?

    Este trabajo pretende poner de relieve el vacío legislativo existente en la práctica de la influencia política, asuntos públicos, relaciones institucionales y el lobby como una actividad emergente en nuestro país durante los últimos años, especialmente en el ámbito deportivo donde han surgido distintas noticias en los últimos tiempos que ponen de manifiesto la existencia de actores que influyen en la gobernanza deportiva de nuestro país. Desde una perspectiva histórica, analizando el origen del lobby y su evolución hasta la actualidad, se trata cómo se desarrolla la actividad en España y en otros países del entorno europeo y EE. UU. y cuál es el marco regulatorio que limita y ordena su ejercicio y las relaciones con los distintos poderes del estado. Llevando a cabo una sucinta aproximación a la Ley de Transparencia y Buen Gobierno aprobada en 2013, se pone de manifiesto la necesidad de una regulación transparente en este sentido que permita al lobby poder realizar acciones de influencia de una manera ordenada, transparente e íntegra.

    This research aims to highlight the existing legislative vacuum in the practice of political influence, public affairs, institutional relations and lobbying as an emerging activity in our country in recent years, especially in the sports field where different news has emerged in recent times that reveal the existence of actors that influence the sports governance of our country. From a historical perspective, analyzing the origin of the lobby and its evolution to the present, it is about how the activity develops in Spain and in other countries of the European environment and the US and what is the regulatory framework that limits and orders its exercise and relations with the different powers of the state. Carrying out a succinct approach to the Law of Transparency and Good Governance approved in 2013, the need for transparent regulation in this regard is made clear that allows the lobby to carry out influencing actions in an orderly, transparent, and complete manner.
