    • Since sustainable development has become a policy goal, the need to assess progresses towards it has become an issue of predominant importance. However, sustainable development is a contested notion because of is complex, normative, subjective and ambiguous nature. The sustainability of water policy is a main challenge especially in Mediterranean countries. We develop a framework and methodological approach to evaluate agricultural water policy assessment explicitly incorporating criteria of sustainability. The approach is designed to include a transparent process of participation. The framework we proposed gives particularly emphasis on the governance aspects of water policy as well as stakeholders involvement. We conclude that the evaluation of sustainable policies does not have an ultimately correct and unambiguous result, especially when the evaluation is participatory. Each stakeholder involved in the evaluation may see the critical components of sustainability from its own perspective. For the such reasons the proposed methodology aims to establish a local public discourse on water policy evaluation and established participatory policy analysis through local multistakeholder Fora. The explicitly consideration of the three pillars of sustainability allows to clearly defined the interrelation among different aspects of water policy and their relationships in different regions.
