El texto tiene como objeto historiar como se conformó, los últimos años del siglo XVIII y la cuarta década del siguiente, la doctrina liberal que estableció el rol del Estado en las obras públicas en general y en la explotación ferroviaria en particular. Su origen se sitúa en el pensamiento de Jovellanos, dado que fue quien formuló sus dos dogmas: la «esencialidad» y la «excepcionalidad». Durante el Trienio Constitucional la naturaleza performativa de este paradigma devino principios teleológicos de las subsiguientes políticas de obras públicas aplicadas por los liberales. Y, por último, tras reforzarse mediante las primeras concesiones y publicaciones ferroviarias, Juan Subercase, partícipe de lo anterior, confeccionó con ellos las bases del subsiguiente desarrollo ferroviario.

The aim of the text is to describe how the liberal doctrine that established the role of the State in public works in general and in railway exploitation in particular took shape in the last years of the 18th century and the fourth decade of the following century. Its origin can be traced back to Jovellanos’ thought, since he was the one who formulated its two dogmas: “essentiality” and “exceptionality”. During the Constitutional Triennium, the performative nature of this paradigm became the teleological principles of the subsequent public works policies applied by the liberals. And, finally, after being reinforced by the first railway concessions and publications, Juan Subercase, a participant in the above, used them to lay the foundations for the subsequent railway development.
