Resumen de Governança colaborativa e ações da hélice quádrupla no enfrentamento da pandemia da covid-19 em um município da região Central do Rio Grande do Sul/Brasil

  Considerando a crise da pandemia da Covid-19, a relevância da governança colaborativa no desenvolvimento territorial e a Hélice Quádrupla como estratégia inovadora e sustentável de governança colaborativa e territorial, este estudo objetiva analisar as práticas de governança colaborativa na perspectiva desta hélice, perante o enfrentamento da pandemia, em Santa Maria, região Central do Rio Grande do Sul, Brasil. Para tanto, utilizou-se pesquisa bibliográfica e entrevistas com representantes das quatro hélices em atuação no município. Constata-se que são poucas as ações colaborativas proporcionadas pelos elementos da Hélice Quádrupla, demonstrando a falta de efetividade da governança no enfrentamento da pandemia. Conclui-se que apesar da Hélice Quádrupla se constituir como estratégia inovadora e sustentável de governança colaborativa e territorial, são necessários ajustes e mudanças nas dinâmicas de interação entre os segmentos e a projeção de valores humanos, colaborativos e coletivos, para a otimização do processo de desenvolvimento do local de investigação e seu entorno.

  Considering the Covid-19 pandemic crisis, the relevance of collaborative governance in territorial development and the Quadruple Helix as an innovative and sustainable collaborative and territorial governance strategy, this study aims to analyze collaborative governance practices from the perspective of this helix, in the face of confrontation of the pandemic in Santa Maria, central region of Rio Grande do Sul, Brazil. For this purpose, bibliographical research and interviews with representatives of the four helices operating in the city were used. It appears that there are few collaborative actions provided by the elements of the Quadruple Helix, demonstrating the lack of effectiveness of governance in confronting the pandemic. It is concluded that although the Quadruple Helix is constituted as an innovative and sustainable strategy for collaborative and territorial governance, adjustments and changes in the dynamics of interaction between the segments and the projection of human, collaborative and collective values are needed to optimize the development process of the investigation site and its surroundings.
