Desafíos para la garantía del derecho a la salud de la población migrante y refugiada venezolana en Colombia en 2019

    Introducción: Desde el 2016 Colombia enfrenta un escenario humanitario generado por la llegada de población migrante y refugiada venezolana. En respuesta, el sistema de salud colombiano ha buscado garantizar el acceso de esta población a los servicios de salud. Sin embargo, en la práctica permanecen diferentes desafíos para garantizar la cobertura universal en salud en sus tres dimensiones. Objetivo: Profundizar en el conocimiento que se tiene sobre los desafíos que enfrenta la población migrante y refugiada venezolana en el derecho a la salud en Colombia en el 2019. Materiales y métodos: Se realizó una investigación cualitativa con 12 grupos focales de migrantes y refugiados venezolanos en seis ciudades de Colombia que en el 2019 concentraban los volúmenes más altos de población migrante y refugiada. Resultados: Se identificaron barreras en los tres pilares de la cobertura universal en salud. En aseguramiento se evidenció que la población migrante y refugiada venezolana, tanto irregular como regular, está enfrentando barreras para la afiliación al sistema de salud; en acceso a los servicios se identificaron dificultades generadas por las diferentes interpretaciones que los prestadores hacen de las urgencias médicas; en protección financiera se identificó que las personas migrantes y refugiadas están asumiendo los costos económicos de buena parte de los servicios de salud que requieren. Conclusiones: Entre la población migrante y refugiada venezolana tanto en condición irregular como regular se identificaron barreras en la implementación de la política para la atención en salud, las cuales están afectando la realización de la cobertura universal en salud.     Introduction: Since 2016, Colombia faces a humanitarian scenario generated by the arrival of the Venezuelan migrant and refugee population. In response, Colombian health system has sought to guarantee access to health services for this population. However, in practice, different challenges remain to guarantee universal health coverage in its three dimensions. Objective: to deepen the knowledge on the challenges faced by the Venezuelan migrant and refugee population in the right to health in Colombia in 2019. Materials and methods: Qualitative research with twelve focus groups held with Venezuelan migrants and refugees in six cities in Colombia that in 2019 had the highest volumes of migrant and refugee populations. Results: Barriers were identified in the three pillars of universal health coverage. In assurance it was evidenced that the Venezuelan migrant and refugee population, both irregular and regular, is facing barriers in joining the health system; difficulties generated by the different interpretations that providers make of medical emergencies were identified in access to services; in financial protection, it was identified that migrants and refugees are assuming as economic costs an important part of the health services they require. Conclusions: Among the Venezuelan migrant and refugee population, both in irregular and regular condition, barriers were identified in the implementation of the health care policy, which are affecting the realization of universal health coverage.
