  • This article advances in the legal formulation of the smart city as a global player. Some significant situations are analyzed. On the one hand, the existence of a common minimum legal regime of a transnational nature, in this case, the determination of local autonomy at European level. Second, the presence of cities – or city networks – in the global political organizations of the same States. Finally, the legitimacy of cities to defend local – and global – interests in supra-State jurisdictions, in this case the jurisdiction of the European Union
