Influências do Banco Mundial no projeto educacional brasileiro

    The strong influence exerted by the World Bank (BIRD) on the Brazilian macroeconomic politics extends over various sectors, among them the education. In view of the marked ascendancy of this institution in Brazil, this paper aims at analyzing the proposals characterized by such input to the education sector. Initially, the general features of the educational reform defended by BIRD are presented, and in a second part of the paper the convergence between BIRD's proposals and the education project implemented in this country by Fernando Henrique Cardoso's government are pointed out. In the mapping out of this project the references adopted are the government proposal of 1994, information collected from the Ministry of Education website, as well as statements and articles by the Education Minister Paulo Renato de Souza. The third part of this paper refers to the Basic Education Evaluation System (Saeb), and to the education strategies presented by the Minister of Education in view of the results of the tests applied in 1999. The paper concludes that the Brazilian education project cannot be analyzed just from the quantitative data presented by the government since, seen by themselves, such data are not sufficient to analyze the effects of the expansion of the education system. Such expansion must be analyzed considering the changes in its effects in different contexts. With the expansion of the education system what is seen is not the elimination of exclusion, but the creation of new hierarchy mechanisms and new forms of exclusion scattered along the process of schooling and social life.

    A forte influência exercida pelo Banco Mundial (BIRD) na política macroeconômica brasileira irradia-se sobre diversos setores, entre eles, a educação. Dada a forte ascendência dessa instituição no Brasil, este artigo tem como objetivo analisar as propostas marcadas por tal influxo no setor educativo. São inicialmente apresentadas as características gerais do plano de reforma educativa defendido pelo BIRD e, num segundo momento, as convergências entre as propostas do BIRD e o projeto educacional implementado no país pelo governo Fernando Henrique Cardoso. Para o mapeamento desse projeto, são adotadas como referências a proposta de governo apresentada em 1994, informações coletadas na página da internet do Ministério da Educação, bem como declarações e artigos do ministro Paulo Renato de Souza. A terceira parte refere-se ao Sistema de Avaliação do Ensino Básico (Saeb) e às estratégias educacionais apresentadas pelo ministro em face dos resultados das provas aplicadas em 1999. Desse modo, conclui-se que o projeto educacional brasileiro não pode ser analisado somente a partir dos dados quantitativos apresentados pelo governo, pois, vistos por si mesmos, eles não são suficientes para uma análise sobre os efeitos da expansão do ensino. Tal expansão precisa ser analisada levando-se em conta a variação de seus efeitos em diferentes contextos. Com a expansão do ensino, não há uma eliminação da exclusão, mas a criação de novos mecanismos de hierarquização e de novas formas de exclusão diluídas ao longo do processo de escolarização e da vida social.
