La Conferencia sobre el Futuro de Europa abrirá un nuevo espacio de debate con los ciudadanos para abordar los desafíos y las prioridades de Europa. Podrán participar los ciudadanos europeos de cualquier extracción social y de todos los rincones de la Unión, y los jóvenes europeos desempeñarán un papel central a la hora de configurar el futuro del proyecto europeo. Esta iniciativa dará a los ciudadanos un papel más importante en la configuración de las políticas y ambiciones futuras de la Unión, lo que mejorará su resiliencia. Para ello, se organizarán en toda la Unión multitud de actos y debates en el marco de la Conferencia y se pondrá en marcha una plataforma digital multilingüe interactiva. Es la primera experiencia de este tipo y consiste en un gran ejercicio democrático paneuropeo que ofrece un nuevo foro público para un debate abierto, inclusivo y transparente con los ciudadanos en torno a una serie de prioridades y retos clave. La Conferencia sobre el Futuro de Europa podría representar un modelo innovador para reformar la UE. Sin embargo, las instituciones de la UE y los Estados miembros siguen perfilando el mandato constitucional y la organización institucional de la Conferencia, y es importante que tengan en cuenta las limitaciones de la reforma de los tratados. Quedan por resolver muchas cuestiones relativas a la organización institucional y al mandato constitucional de la Conferencia. Y también queda por determinar si su misión última es llevar a cabo una gran reestructuración federal de la UE o más bien un reajuste funcional más discreto de la UE. Sin embargo, todas las instituciones de la UE y los Estados miembros que han abordado la cuestión han indicado claramente que la Conferencia sobre el Futuro de Europa debe producir recomendaciones concretas para las reformas de la UE, que en última instancia conduzcan a cambios en el tratado

The Conference on the Future of Europe will open a new space for debate with citizens to address Europe’s challenges and priorities. European citizens from all walks of life and corners of the Union will be able to participate, with young Europeans playing a central role in shaping the future of the European project.
It will give citizens a greater role in shaping the Union’s future policies and ambitions, improving its resilience. This initiative will be carried out do so through a multitude of Conference–events and debates organised across the Union, as well as through an interactive multilingual digital platform. Is the first experience of this kind: as a major pan–European democratic exercise, it offers a new public forum for an open, inclusive, and transparent debate with citizens around a number of key priorities and challenges. The Conference on the Future of Europe could represent an innovative model to reform the EU. However EU institutions and the member states still tease out the constitutional mandate and institutional organization of the Conference, it is important they bear in mind the constraints of treaty reform. Many questions remain to be worked out regarding the Conference’s institutional organisation and constitutional mandate. And it also remains to be determined whether its ultimate mission is to bring about a major federal restructuring of the EU or rather a more discreet functional realignment of the EU. However, all EU institutions and member states that have addressed the issue have clearly indicated that the Conference on the Future of Europe should produce concrete recommendations for EU reforms, ultimately leading to treaty changes
