Los contratos-programa son acuerdos plurianuales para regular las relaciones jurídicas o económicas de dos organizaciones del sector público, una de las cuales ostenta la potestad financiadora de la otra, que es de carácter instrumental y que compromete el logro de determinados resultados, en régimen de elevada autonomía. La herramienta ha demostrado ser muy útil en las Universidades Públicas españolas donde fomenta la dirección por objetivos, la transparencia y la rendición de cuentas.

Framework contracts are multiyear agreements regulating the legal and/ or economic relations of two public sector organisations: one of which holds financing power over the other, which -instrumentally- will aim to achieve certain targets. We shall address in this article the regulation and effects of the framework contracts in Spain. We will also elaborate on the origins of this system and the main experiences in the Spanish educational and health institutions, where it has shown to be a useful tool for management by results which also fosters transparency and accountability.
