La democracia es el pilar sobre el que descansa el Estado Constitucional de Derecho; el mismo que tiene por finalidad la protección de los derechos funda-mentales y el control del poder. El modelo democrático semi-presidencial de go-bierno de la Constitución peruana se desarrolla en la fuerte tensión entre el go-bierno y la oposición; lo cual explica el uso de la cuestión de confianza y de la di-solución del Congreso de la República, como un mecanismo del Poder Ejecuti-vo para el control y balance de poderes, ante el ejercicio arbitrario y corrupto del Poder Legislativo durante el período 2016-2019.

Democracy is the pillar on which the Constitutional Rule of Law is based; its purrpose is the protection of fundamental rights and the control of power.
