El Informe Financiero es un documento que elabora la Dirección de Presupuestos en el que detalla el costo fiscal de los proyectos de ley iniciados por el Presidente de la República. Esta investigación examina la fuente constitucional, legal y reglamentaria de estos informes así como aspectos propios de la práctica legislativa.
Todo ello permite mostrar que en la etapa prelegislativa, durante la tramitación del proyecto de ley y, en general, en la relación Ejecutivo-Legislativo, el Informe Financiero genera efectos que tienden a fortalecer al gobierno, a la DIPRES y a las comisiones de hacienda de ambas cámaras. Esto último es analizado críticamente en la presente investigación.

Scoring reports are documents where the Office of Budget of the Ministry of Finance estimate costs of executive bills. This research examines the constitutional, legal and regulatory framework of these reports and several effects in the legislative arena. At the end, it shows that these reports have relevant influence not only when drafting bills within the Executive but also in the legislative process and, in general, in the Executive -Legislative relationship. They empower the Executive, the Office of Budget and the finance committees both in the House and in the Senate. These facts are critically analyzed in the following pages.
