    El objetivo de esta investigación es conocer y analizar expectativas, intereses y proyecciones de losparticipantes que representan a la Región del Biobío, dentro del Comité de Manejo de Sardina Comúny Anchoveta de la V a X Regiones. El objeto de estudio será abordado a través del discurso de losactores mencionados. Se busca conocer la efectividad de esta nueva instancia en el marco de losactores sociales involucrados, a través de la evaluación que, desde sus respectivos puntos de vista,hacen éstos, rescatando, para ello, su testimonio en primera persona. Para interpretar la informaciónobtenida se utilizó la teoría del gobierno de los comunes de Ostrom (1990) y la Tragedia de LosComunes de Hardin (1968). Asimismo, se revisaron conceptos de administración pesquera y la leychilena de pesca y acuicultura como referentes normativos para el funcionamiento y creación delComité. La metodología de recolección y análisis de datos es cualitativa, los sujetos entrevistadosrepresentan a la pesca artesanal, industrial y a las plantas de proceso. Los resultados y conclusiones muestran que las expectativas de los involucrados son altas y que existe potencial para generar unplan de manejo eficiente.

    The objectives of this research are to know and analyze expectations, interests, projections and participation in the diverse work of the members representing the Biobio Region, within theJoint Management Committee of Sardine and Anchovy in Regions V to X of Chile. The analysis of this discourse seeks to review this new policy fromthe framework of the social actors involved and how they evaluate it from their respective points of view, rescuing her testimony infirstperson. To frame the work done, the government's theory of the commons Ostrom (1990) and the tragedy of the commons Hardin (1968) was used. A review was also made, withconcepts of fisheries management and theChilean law on fisheries and aquaculture as a reference standard for the operation and establishment of the Committee were reviewed. The collection anddataanalysis methodology is qualitative, the interviewees representing artisanal fisheries, industry and process plants. The findings and conclusions show that the expectations of the stakeholdersare high and there is potential for efficient management plan.
