El Convenio Europeo del Paisaje ha consolidado el papel del paisaje como un componente importante del bienestar colectivo y ha resaltado la necesidad de gestionar todo el territorio como paisaje. El estuario del Nervión, la Bahía del Abra y la Zona Minera merecen destacarse como paisajes culturales urbanos, por su valor patrimonial y singular belleza. El paisaje de Nervión y el Abra se han desarrollado a lo largo de la historia, sobre todo, pero sobre todo durante la industrialización. Recuperar el paisaje del patrimonio industrial, como los antiguos ferrocarriles mineros, puede aproximar el paisaje cultural existente al entorno de las personas que viven en estas áreas. El presente estudio categoriza los elementos patrimoniales y las huellas del ferrocarril minero de la Orconera, para proporcionar una mayor comprensión del paisaje actual y determinar una propuesta de intervención para su preservación. La preservación en este caso significa proponer un nuevo uso como paisaje cultural. Si bien la industrialización ha tenido un decisivo impacto en el desarrollo del área metropolitana de Bilbao, el mantenimiento del patrimonio minero-industrial no ha sido abordado por las políticas urbanísticas, en parte por su falta de monumentalidad
The European Landscape Convention has consolidated the role of landscape as an important component of collective well-being and has highlighted the need to manage the entire territory as a landscape. The Nervion Estuary, the Abra Bay and the Mining Area deserve to be highlighted as an urban cultural landscape, because of their heritage value and singular beauty. The landscape of the Nervion and Abra has been forged throughout history, above all, throughout the so-called industrialization. Recover the industrial heritage landscape, such as the old mining railroads, may approximate the existing cultural landscape to the environment of the people who live in this area. The present study categorizes the heritage elements and traces of the Orconera mining railway, to understand the current landscape and determine an intervention proposal for their preservation. Preservation in this case means propose a new use as cultural landscape and cultural tourism. Although industrialization has had a serious impact on the development of the hole metropolitan area of Bilbao, the mining-industrial heritages are rather unexplored and over-looked places by the urban policies, because of their lack of monumentality
