Le processus électoral tunisien en 2019: instabilité institutionnelle et jeu des acteurs

    In the summer of 2019, at the height of the struggle between the clan of the President of the Republic and the Head of Government, three intertwined factors make it possible to understand the developments, the challenges, but also the variations in the pre-electoral political game in Tunisia. On the one hand, it is a question of understanding the political and personal calculations of political actors who seek to influence the course of events in such a way as to be able to guide them to their advantage. On the other hand, it is important to identify how the functioning of institutions and the use of laws has an impact on pre-electoral and electoral campaigns, given that these institutions are characterized by their fragility and that the application of laws is variable.

    Finally, it is also necessary to take into account the emergence of unexpected events and to consider its consequences both on the trajectory of the electoral process and on the strategies of political actors. Specifically, the adoption of the amended Electoral Code, the announcement by the President of the Republic that it has not been promulgated, the death of the Head of State and the subsequent change in the electoral calendar disrupted the country's political trajectory. In this perspective, this article aims to analyze the Tunisian electoral process from April to September 2019 by following a chronological plan in order to understand how the strategies of the actors, the functioning of the institutions and the emergence of the unexpected through the death of the President of the Republic.

    À l’été 2019, au paroxysme de la lutte qui a opposé le clan du président de la République à celui du Chef de gouvernement, trois facteurs imbriqués permettent de saisir les évolutions, les enjeux, mais aussi, les variations du jeu politique pré-électoral en Tunisie. D’un côté, il s’est agi de comprendre les calculs politico-personnels des acteurs politiques qui cherchent à agir sur le cours des évènements de façon à pouvoir les orienter à leur avantage. De l’autre, il importe de cerner comment le fonctionnement des institutions et l’usage des lois ont un impact sur les campagnes pré-électorale et électorale sachant que lesdites institutions se caractérisent par leur fragilité et que les lois sont d’une application à géométrie variable. Enfin, il convient également de tenir compte du surgissement de l’inattendu (grave attentat, assassinats politiques, décès d’une personnalité publique….) et d’envisager ses conséquences aussi bien sur la trajectoire du processus électoral que sur les stratégies des acteurs politiques. Précisément, l’adoption du Code électoral amendé, l’annonce par le président de la République de sa non-promulgation, le décès du chef de l’État et la modification du calendrier électoral qui a suivi ont bousculé la trajectoire politique du pays. Dans cette perspective, cet article se propose d’analyser le processus électoral tunisien d’avril à septembre 2019 en suivant un plan chronologique afin de saisir la manière dont se sont agencés les stratégies des acteurs, le fonctionnement des institutions et le surgissement de l’inattendu à travers le décès du président de la République.
