    La situación por las que viven los habitantes del municipio de Boca de Grita-Venezuela y Puerto Santander-Colombia como población perteneciente al eje fronterizo entre estas dos naciones hermanas con un mismo génesis histórico, independentista y republicano; que los ha llevado a compartir, vivir y vivenciar múltiples situaciones sociales en las cuales no es posible la garantía mínima de los derechos humanos como resultado de la continua violencia sistemática y reiterativa de grupos al margen de la ley, el paramilitarismo, los bandas emergentes, el narcotráfico y aun los mismos organismos del estado a través de políticas represivas y acciones en contra de la población civil.

    The situation of the inhabitants of the town Boca de Grita in Venezuela and Puerto Santander in Colombia as a border population between these two sister nations with the same historical, independence and republican genesis; makes them share, live and experience many social situations where there is not guarantee of human rights as a result of continued systematic and repetitive violence from groups outside the law like the paramilitaries, emerging bands, drug trafficking and even the state agencies themselves through repressive policies and actions against the civilian population.
