    El presente escrito se basa en una investigación para cuatro municipios de la región del Catatumbo (Norte de Santander, Colombia); analiza la acción del Estado, afectada por fallas de legitimidad, eficacia y eficiencia; lo que hace disminuir los costos de transacción de los grupos armados ilegales para acceder al control del territorio y establecerse como agencias de protección en competencia con el Estado y con otros actores, generando espacios de violencia que afectan la seguridad de los derechos de propiedad sobre la tierra, lo cual incrementa la incertidumbre y la mayor usurpación de predios por parte de agentes ilegales que desemboca en una baja producción de alimentos derivados del sector agrario.
