Resumen de Políticas de desarrollo regional en la eurorregión Galicia-Norte de Portugal

En 1991, Galicia y la Región Norte de Portugal deciden constituir una comunidad de trabajo a semejanza de las ya existentes en otras regiones fronterizas de Europa, que debía impulsar el proceso de configuración de una «eurorregión», y servir para encauzar y coordinar las actuaciones encaminadas a favorecer el reencuentro de las dos comunidades sociales en todos aquellos ámbitos que pudiesen contribuir a la construcción de un nuevo espacio territorial.
Casi en paralelo, en 1992, desde las ciudades de Vigo y Porto se promueve la iniciativa de constituir el Eixo Atlántico, un lobby integrado en la actualidad por dieciocho ciudades de las dos regiones, y orientado a conseguir fondos europeos para el desarrollo y una mayor visibilidad en Europa de este territorio. En este artículo se describen y analizan las políticas de desarrollo en los últimos años, que derivan de la actuación de la Xunta de Galicia y del Eixo Atlántico, y que finalmente acabaron por confluir en la Comunidad de Trabajo, con una mayor coordinación de sus actuaciones, más centradas en al ámbito macro, en el primer caso, y en el ámbito micro, en el segundo, pero que, a medio plazo, pueden acelerar el proceso de configuración del nuevo territorio de la eurorregión y servir adecuadamente para un uso socialmente racional de sus recursos.

In 1991, Galicia and the North Portugal Region decided to form a working community, on the lines of those already existing in other border regions of Europe, which was to spur on the process of configuration of a «Euroregion» and to serve the purpose of channelling and coordinating courses of action aimed at propitiating the re-encounter of the two social communities in all those areas which might contribute to the construction of a new territorial space. Practically at the same time, in 1992, the cities of Vigo and Oporto decided to promote the initiative of constituting the Eixo Atlántico, a lobby currently composed of eighteen towns and cities in the two regions, for the aim of obtaining European funds for the development and an increased projection of this territory in Europe. In this article we describe and analyse the development policies in the last few years stemming from the action both of the Xunta de Galicia and the Eixo Atlántico, which finally converged in the Working Community, with a greater coordination of their actions, more focused on the macro area in the former case, and on the micro area in the latter, but which may, in the medium term, speed up the process of configuration of the new territory of the Euroregion and suitably serve the purpose of a socially rational use of their resources.
