El término de sociedad civil se sigue construyendo en el ámbito de la sociología. La expresión se desarrolló a partir del siglo XVII con los contractualistas Hobbes, Locke y Rousseau. Tocqueville le dio otra dirección al observar cómo funcionaba la democracia en América. No solo el Estado, también la sociedad civil ha de velar por la garantía del Estado de Derecho en una sociedad. Más adelante Durkhein, Weber, Simmel y Pareto le dieron un nuevo giro al concepto. Se ha de fomentar una ordenada participación ciudadana y para ello es necesario educar a la sociedad civil especialmente en los principios de subsidiaridad, participación y solidaridad.
