Este estudio panorámico pretende sintetizar las principales controversias suscitadas acerca de la viabilidad del sistema público nacional de pensiones. La inestabilidad del mercado laboral, las bajas tasas de natalidad y sobre todo el envejecimiento de la población conforman un escenario que, a priori, no parece muy alentador para el sostenimiento del sistema de pensiones. Se han acometido reformas importantes, la más profunda entró en vigor en 2013 incluyendo tanto ajustes paramétricos como estructurales. Sin embargo, estas reformas parecen insufi cientes para mantener la sostenibilidad del sistema y, en cambio, aumenta el malestar social entre los pensionistas. Este trabajo también muestra propuestas y medidas para mejorar el sistema actual y otras alternativas al sistema público de reparto.
Th is panoramic study aims to summarize the main controversies about the viability of the public pension system. Th e instability of the labor market, the low birth rates and the aging of the population constitute a scenario that is not very encouraging for the sustainability of the pension system. Important reforms have been undertaken, the most intense came into eff ect in 2013 including both parametric and structural adjust- ments. However, these reforms are insuffi cient for the sustainability of the pension system. Finally, the paper presents some proposals and measures to improve the current system and other alternatives to the public distribution system
