    • The definition given by the Concise Oxford Dictionary of ethnic is ‘pertaining to race’ and if that meaning is applied to the Welsh in Wales then the Welsh are not an ethnic minority. On the other hand if the situation in Wales is viewed against a British backcloth or if the definition is applied to language and linguistic development the education of the indigenous ethnic minority in Wales can be discussed in this context. During this century the number of Welsh speakers has steadily declined from being the ethnic majority language in 1901 to that of being the minority language of less than 20% of the population in 1981. This decline in the language must be seen in its historical context and the place given to the language in the educational system is a key factor in any discussion.
