Resumen de Are contacts with the ‘mother nation’ a prerequisite for the free linguistic and cultural development of ethnic minorities?: A special view of the Yugoslav situation

  • The author first analyses the role of ethnicity in general in social relations within states with an ethnically mixed demographic composition (in 1971, only 9.1% of states were really ethnically homogeneous) as well as in the international relations of such states. He pays particular attention to the different (positive and negative) aspects of the role of ethnic minorities in international life. In this context, he examines co‐operation between an ethnic minority and the nation of its ethnic origin, as a specific form of minority participation in international contacts and also as a possible way for them to make a valuable contribution to international co‐operation, peace and understanding. The author presents some Yugoslav experiences concerning these issues.

    In continuation the author develops, with special regard on European circumstances, some ideas concerning the future role of the ethnic minorities in international life and especially their ties with the ‘nations of their ethnic origin’ in the frame of the general contemporary process of ethnic revival.

    In conclusion he presents some possible solutions concerning the regulation of this socio‐political and ethnic phenomenon in the international legal order.
