Resumen de Privatização da administração de penitenciárias: análise crítica do discurso do Projeto de Lei 3.123/2012

  Since the year 2012, a Bill on the privatization of prisons and correctional facilities has been under discussion in the Brazilian House of Representatives. The Bill 3,123/12 is presented as a public measure to solve the existing problem in prisons and correctional systems in Brazil. This research aims to understand, through the Critical Discourse Analysis, the elements of reproduction of the hegemonic discourse on privatization presented in the Bill 3,123/12 and the possible consequences of this neoliberal move in the Brazilian prison and correctional policies. To that end, we used as a theoretical-methodological approach, the Critical Discourse Analysis, based in Norman Fairclough. In short, the discourse held in the justification of the Bill 3,123/12 has several elements of the hegemonic context of the neoliberal discourse, expressed in the orientation towards privatization and nuances of the managerial logic.

  Desde o ano de 2012, está em trâmite, na Câmara dos Deputados, um Projeto de Lei que dispõe sobre a privatização de estabelecimentos penitenciários. O PL 3.123/12 se apresenta como uma medida do poder público com vistas à resolução da questão carcerária existente. Esta pesquisa foi desenvolvida com o objetivo de compreender, por meio da análise crítica do discurso, os elementos de reprodução do discurso hegemônico da privatização, presentes no texto do PL 3.123/12, e as possíveis consequências desse avanço neoliberal na política carcerária brasileira. Para isso, usamos, como abordagem teórico-metodológica, a Análise Crítica do Discurso, em Norman Fairclough. Em suma, o discurso sustentando na justificação do PL 3.123/12 foi produzido carreado de elementos do contexto hegemônico do discurso neoliberal, expressos na orientação privatista e nas nuances da lógica gerencialista.
