    La política brasileña está atravesando una crisis institucional sin precedentes desde la reinstauración de la democracia en 1988. En 2016 el Congreso Nacional decidió la destitución de Dilma Rousseff en unas condiciones que arrojan fundadas sospechas sobre la pertinencia de activar el impeachment y la suficiencia de las pruebas aportadas. En 2017, el actual Presidente de la República Michel Temer ha sido exonerado por el Congreso Nacional de forma inaudita si se atiende a la contundencia de las pruebas incriminatorias. Este ensayo pretende poner de manifiesto la disparidad de criterio seguido por los enjuiciadores del impeachment y las verdaderas razones ocultas tras uno y otro proceso: la consumación de un golpe de Estado encubierto y la aprobación del Proyecto de Enmienda Constitucional 241 que ha supuesto el desmantelamiento del incipiente Estado del bienestar brasileño.

    The brazilian stage is facing an unknown institutional crisis since the restoration of the democracy in 1988. In 2016 the National Congress decided the removal of Dilma Rousseff in such uncertain conditions that make it possible to review the appropriateness of starting up the impeachment as well as the sufficiency of the provided evidences. In 2017, the current President of the Republic Michel Temer has been exonerated by the National Congress in such a surprising way if we pay attention to the solidness of the criminal evidences. This essay pretends to reveal the disparity of criteria developed for the leaders of the impeachment as well as the real hidden reasons in both process: the perpetration of an undercover coup d’état and the pass of the Constitutional Amendment Project 241, a reform that has been made possible the dismantling of the emerging brazilian welfare state.
