Tge vast contribution of linguistics seems not to affect the guidelines for the teaching of reading anr writing since linguistics is not even taken into account in the elaboration of projects or in the preparation of pedagogical materials. The Board of Edducation of the State of sao Paulo has issued, in the three last administrations, a manual called Aids to Put into Effect the Curricular Guide of the Portuguese Language for the Grade School: First Grade.
One notes the great theoretical and methodological confusion which is present in the manual. There ir no theoretical distinstion between phoneme and grapheme ant the methodological suggestions for the learning of reading and writing art in many ways equivocal.
From the sociolinguistical point-of-view, there ir a systematic underestimation of the learner since he is sees as an eternal dependent, the product of "subculture".
It becomes difficult to provide an answer to the initial question: what is the type of language to be taught? And it is hard to demand that teaching be well-done by people who are so badly informed and oriented.
This article is a reflection about the problems.

A vasta contribuição da Lingüística parece não ter afetado as propostas de alfabetização, já que a Lingüística sequer é consultada para a elaboração de projetos e material didático. A Secretaria de Educação do Estado de São Paulo reproduz, há três governos, um manual que se intitula Subsídios para Implementação do Guia Curricular de Língua Portuguesa para o 1º Grau: 1ª série. Nota-se nesse manual uma grande confusão teórica e metodológica. Não se distinguindo teoricamente fonema e grafema, as sugestões metodológicas para o aprendizado da leitura e escrita são uma série de equívocos. Do ponto de vista sociolingüístico há uma desvalorização sistemática do aluno - eterno dependente, produto de uma "subcultura". Fica difícil responder à pergunta inicial: que língua ensinar? Mais difícil ainda é pretender sucesso de professores tão mal informados e orientados. Este artigo é uma reflexão sobre esses problemas.
