We analyze the social context in which the rural population of the Province of Valencia interacts in order to determine how it can intervene in the formation processes of social capital. We studied the most common territorial groups in this area and problems that impede their installation, work and survival. We thus focus on their function as well as type of organization, firstly, by analyzing common relations between the groups and, secondly, by determining regularly and easily used ways of interaction. The analysis was conducted in 5 LEADER+ areas of the Province of Valencia. Various municipalities served us as case studies.
The qualitative information was extracted from 80 semi-structured interviews with key actors.The social context has three characteristics: inability to function collectively and coordinately;
(economic, material and technical) dependence on the public administration; and limited territorial impact because of actions that predominantly serve no other purpose but exist.
