Resumen de Gestión de la investigación en la universidad pública venezolana

  Este trabajo tiene como propósito comparar la gestión de la investigación en la universidad pública venezolana durante el período 2004-2008, de acuerdo a visión sistémico-compleja de Pacheco et al (2002). La gestión se estudió desde los objetivos y estrategias; prácticas directivas; estructura y organización; métodos, instrumentos y herramientas, y cultura y personalidad. Se trabajó bajo un enfoque cualitativo, la recolección de la información se hizo a través de observación, realización de entrevistas y revisión documental utilizando como herramienta de análisis la hermenéutica. Se seleccionaron cuatro unidades de análisis, atendiendo al criterio de liderazgo en investigación en el ámbito nacional, éstas son: Universidad de los Andes (ULA), Universidad Central de Venezuela (UCV), Universidad Simón Bolívar (USB) y Universidad del Zulia (LUZ). Por otro lado, el período 2004-2008 obedece a que es la última gestión rectoral finalizada y por tanto susceptible de ser analizada.   The purpose of this work is to compare the management of research in Venezuelan public universities during the 2004-2008 period according to the systemic-complex vision of Pacheco et al. (2002). Management was studied from the viewpoint of objectives and strategies; management practices; structure and organization; methods, instruments and tools; and culture and personality. The approach was qualitative; data was collected through observation, interviews and documentary review, with hermeneutics as an analytical tool. Four analysis units were selected based on the criterion of leadership in national research. These were: the University of the Andes (Universidad de los Andes—ULA), Central University of Venezuela (Universidad Central de Venezuela-UCV), Simon Bolivar University (Universidad Simón Bolívar-USB) and the University of Zulia (Universidad del Zulia-LUZ). The 2004-2008 period was selected since it is the latest completed rectoral management term and therefore susceptible to review. Results showed that 1) of the universities studied, ULA, UCV and LUZ handle bureaucratic, centralized management models, with certain particularities, while that of the USB is flexible and less centralized. 2) Even though the USB exhibits greater strength in research, there are specific research practices in ULA, UCV and LUZ that should be replicated in other universities. Conclusions are, first, it is imperative that traditional universities change the dominant management model that hampers the development of research; and second, if universities create synergy among their best practices, it could catapult Venezuelan university research onto the world map, making it more financially independent from the government of the day.
