    El centro de gravedad de la reforma se sitúa en el impulso a la formación programada por la empresa para sus propios trabajadores, como vía ágil y flexible de responder a las necesidades más inmediatas y cercanas a empresas y trabajadores. Se apuesta claramente por la internalización por la empresas de la actividad formativa, permitiendo la descentralización mediante contratación externa pero como segunda opción. Se refuerza el régimen sancionador y los mecanismos de control del fraude en la gestión de los fondos de formación. Aún con las novedades incorporadas, el nuevo marco normativo conserva los rasgos esenciales del modelo anterior pero con permanentes llamadas a un futuro desarrollo reglamentario.

    The center of gravity of the reform lies in boosting the formation programmed by the company for its own employees, as agile and flexible way of responding to the closest and most immediate needs of companies and workers . It is clearly committed to the internalization by companies of the training, allowing decentralization through outsourcing but as a second option . The penalty system and mechanisms to control fraud in the management of training funds is reinforced. Even with the innovations incorporated , the new regulatory framework retains the essential features of the previous model but with permanent calls for a future regulatory development.
