    En este trabajo se pone de manifiesto la estrecha relación que se ha dado entre la hacienda “supranacional” de la monarquía hispánica y las haciendas locales en la Época Moderna. Para ello se distingue el poder político-legal-militar del “rey”, cuyas manifestaciones son el imperio de la ley y la utilización de la fuerza para la resolución de las necesidades administrativas y militares; del poder económico-administrativo del “reino”, reunido en Cortes o separado en los Cabildos de las veintiuna ciudades de la Corona de Castilla, y cuyo objetivo primordial era la satisfacción de los intereses de las oligarquías locales. La lucha por el poder entre las élites fue una de las causas que dificultó la aplicación de las reformas hacendísticas.

    This work brings to light the close relationship occurring between the “supranational” Treasury of the Spanish monarchy and local Treasuries in the Modern Era. For this purpose, a distinction is made of the political-legal-military power of the “king”, whose manifestations are the rule of law and the use of force for the resolution of administrative and military requirements; of the economic-administrative power of the “kingdom”, meeting in the Parliament, or separate in the City Councils of the twenty-one cities of the Crown of Castile, and whose principal objective was the satisfaction of the interests of the local oligarquies. The struggle for power between the elites was one of the causes which made it difficult to apply financial reforms.
