    En este trabajo realizaremos un análisis de la normativa jurídica que los distintos mandatarios locales dictaron para la gobernación del Paraguay en los siglos XVI y XVII temprano. A través del estudio de las mismas podremos abordar los conflictos que se suscitaron entre españoles e indígenas, como también al interior del grupo hispánico, quienes intentaban avalar la cohesión social de la región, aunque en algunas oportunidades no lo lograron. De la misma manera, este análisis nos permitirá ilustrar las acciones de los distintos actores que cumplieron, resistieron y se adaptaron a estas normas. En este sentido, debemos mencionar que el accionar de los españoles en estas tierras debió afrontar diferentes escenarios y tramas de poder que llevaron a experimentar, diseñar, implementar y modificar estrategias diversas, orientadas tanto a la consolidación de su proyecto como a la construcción de nuevas formas de acceso, legitimación e instrumentación del poder.

    In  this  paper we  will  analyze  the  juridical regulation which  was  dictated  by  different local governors in the early XVIth and XVIIth century  for  Paraguay. Through  that  analysis we will approach those conflicts that were provoked  between  Spanish  and  natives,  as well  as those  that  took  place  in  the  interior of the Hispanic group. In the same way, this analysis  will  allow  us  to illustrate  the  behavior  of  the  different  actors  who noticed, resisted  and  adapted  to  these  legal procedure. For that reason we must mention that Spanish  action  in  these  region  should  have faced  different  stages  and  power  plots  that led  to experienced,  design,  help  and  modify the  strategies, that  were  orientated  both  to the  consolidation  of their  project  and  to  the construction of new forms of access, legitimization and instrumentation of power.
