Como consecuencia de la grave crisis económica que sufrimos desde 2008, existe un creciente debate acerca de la propuesta de creación de una prestación de renta minima garantizada. Mas alia de la financiación de esta hipotetica nueva prestaci6n. y de su articulación concreta, uno de los obstaculos que tradicionalmente han frenado la iniciativa estatal en esta matena es su encaje competencial dentro del marco constitucional (c.Seguridad Social? c.Asistencia social? EI presente trabajo analiza la distribución de competencias entre Estado y Comunidades Aut6nomas en materia social. una cuesti6n todavia no bien resuelta. Se apuesta por la creaci6n de una prestaci6n estatal no contributiva de renta minima garantizada

As a result of the serious economic crisis that we suffer since 2008, there is a growing debate about the proposal to set up a basic income allowance. Further to the financing of this new hypothetical allowance, and its concrete articulation, one of the obstacles that traditionally have been holding back this government initiative in this matter is its competent alignment within the constitutional framework (Social Security?, Social assistance?). The current work analyzes the distribution of competences between the Government and the Autonomous Communities in social matters, a question which has not yet been resolved. There is a commitment to setting up a non-contributory state pension of basic income allowance.
