  • Just before the September 2014 referendum on Scottish independence, the Spanish Prime Minister, Mariano Rajoy, commented that a Yes vote would be a "torpedo to the vulnerabilities of teh European Union", noting taht the EU was created not "to break up sates, but to integrate them". The extraordinary civic debate that took place in Scotland did project a basic premise underlying the Prime Minister's concerns, i.e. a questioning of the relevance or worth of constructing new borders in light of the inter-connected global - far less European - reality.
