  The Secretary of State for Universities and Research, Elías Fereres Castiel, and the Portuguese Secretary of State, Manuel Fernandes Thomaz, have signed an agreement on scientific and technological cooperation between Spain and Portugal for the purpose of exchanging researchers and carrying out joint R&D projects.
