    La récente vague de privatisation et de libéralisation a non seulement affecté certaines formes de régulation économique mais aussi la nature même de la citoyenneté et de la démocratie. Il est clair que pour l'Etat, procéder à la privatisation d'une banque ou d'une ligne aérienne est une chose et se retirer de la fourniture directe de services sociaux ou de la gestion des utilités publiques est tout autre chose. L'article analyse la manière dont cette dernière phase du processus de libéralisation ou de privatisation a transformé le contenu de la citoyenneneté en question qui, d'après T. H. Marshall, a permis de construire une vraie citoyenneté industrielle. A cette fin, nous développons la réflexion et les recherches qui ont mené certains à parler de l'émergence de la «post-démocratie». L'argument crucial est qu'on surestime les opportunités offertes par l'option «exit» (typique des choix du marché), en particulier en ce qui concerne la qualité des services sociaux. Nous revisitons par conséquent le modèle bien connu de Hirschman «exit/voice» dont nous avons fait référence dans l'argumentation de l'article. Dans notre conclusion, nous faisons quelques suggestions quant à une nouvelle approche par rapport aux problèmes de choix entre les différentes formes de régulation, dans laquelle les principales confédérations syndicales peuvent jouer un rôle important en tant qu'organisations «qui chapeautent».

    Die jüngsten Privatisierungs- und Liberalisierungswellen haben sich nicht nur auf die Formen der Wirtschaftsregulierung, sondern auch auf das Wesen der Bürgerrechte und der Demokratie selbst ausgewirkt. Zwischen der Privatisierung einer Bank oder einer Luftfahrtgesellschaft und dem Rückzug der Regierung aus der direkten Erbringung von Leistungen für das Allgemeinwohl oder der wichtigsten öffentlichen Versorgungsleistungen besteht ein erheblicher Unterschied. Dieser Beitrag untersucht, wie die jüngste Phase der Liberalisierung und Privatisierung das Wesen der Bürgerrechte, die im Sinne von T. H. Marshall den Aufbau einer echten 'industrial citizenship' möglich machten, verändert hat. Zu diesem Zweck legt der Beitrag die Überlegungen und Forschungsarbeiten dar, die einige dazu veranlasst haben, das Zeitalter der 'Post-Demokratie' anzukündigen. Das Argument, dass die 'Exit'-Möglichkeiten (charakteristisch für Marktentscheidungen) überschätzt werden, erweist sich als ausschlaggebend, insbesondere wenn es um die Qualität der sozialen Dienstleistungen geht. Aus diesem Grund überprüft der Autor das bekannte Hirschmansche Konzept 'Exit und Voice' und schlägt abschließend Möglichkeiten vor, um einen neuen Ansatz für das Problem der Entscheidung zwischen Regelungsformen zu entwickeln, bei denen 'umfassende' Organisationen wie große Gewerkschaftsbünde eine wichtige Rolle spielen können.

    The recent waves of privatisation and liberalisation have affected not only forms of economic regulation but also the very nature of citizenship and democracy. It is one thing to privatise a bank or airline; while it is quite another for government to withdraw from directly delivering public welfare services or from the major public utilities. This article analyses the way in which the latest phase of liberalisation and privatisation has transformed the very nature of that citizenship which, in the vision of T. H. Marshall, made it possible to construct a genuine industrial citizenship. To this end we develop the thinking and research which led some to speak of the advent of 'post-democracy'. The argument that the opportunities granted by 'exit' (typical of market choice) are overestimated proves to be the crucial one, especially where the quality of social services are concerned. We therefore revisit Hirschman's well-known 'exit/voice' model before, in the concluding section, making a few proposals as to how a fresh approach could be taken to the problem of choosing between forms of regulation, in which a significant role could be played by 'encompassing' organisations such as major trade union confederations.
