El objetivo de este trabajo es describir la situación de Argelia desde un punto de vista jurídico y político. En abril de 2011, el presidente de Argelia tomó la iniciativa de reformar y tratar de satisfacer las demandas políticas y sociales de cada vez más apremiantes de la población. La clave es saber si estas reformas están en juego en el futuro: ¿se trata de establecer la soberanía del pueblo, incluso cuestionando las bases del sistema, o se trata entonces, más bien, de guardar y asegurar la supervivencia de este sistema? Formalmente, el monarca quiere reformar la gobernabilidad del país. Pero, al parecer, esto significaría sólo algunos cambios "controlados" que no conduzcan a una ruptura. Como prueba, el monarca deseaba establecerse como parte de las reformas y los contornos, que establecen los términos y condiciones y objetivos. El autor concluye afirmando que el sistema político argelino no puede, so pena de emitir su propia pérdida, someterse a las exigencias de la democracia y el Estado de derecho reconocidos hoy no sólo como derechos humanos, sino también los únicos criterios de la civilización y la credibilidad internacional.

The aim of this essay is to describe the situation of Algeria from a legal and political point of view. On April 2011, President of Algeria took the initiative to reform and try to meet the political and social demands of increasingly pressing of the population. The whole question is whether these future reforms are the stakes: do they aim to establish people's sovereignty, even questioning the foundations of the system, or is it then, rather, save and ensure the survival of this system? Formally, the monarch wants to reform the governance of the country. But apparently, this would mean just some �controlled� changes that would not lead to a rupture. As proof, the monarch wished to establish himself as part of reforms and contours; he lays down the terms and conditions and objectives. The author concludes that the Algerian political system can not, on pain of rendering its own loss, submit to the demands of democracy and the rule of law recognized today not only as human rights, but also the only criteria civility and international credibility.
