Resumen de L'OTAN comme phénomène géopolitique

  When one uses a Realpolitik approach, NATO’s “transformation” after the World War could constitute an aberration, a certain number of commentaries in France reflect on that idea. According to the neo-realist school of thought, the formation of alliances is supposed to show only snapshot of the balance of power. On the contrary, when applied to NATO the geopolitical method reveals itself to be interesting and to provide a deeper interpretation. This politico-military alliance is meant to last on and on and sums up heritage and memoirs that require historical research distinguishing different time scales. NATO’s enlargement on the geographical and functional sides cannot be only explained by the “revolution of military affairs” dynamic and, in a broader view, the progress in armaments technologies. The process of NATO’s “transformation” send us back to geopolitical situations and representations that must be assessed according to different measures and scales of analysis.

  Au regard d'une approche de type Realpolitik, la « transformation » de l'OTAN dans l'apres-guerre froide pourrait constituer une aberration, un certain nombre de commentaires en France refletant cette idee. Selon l'ecole neorealiste des relations internationales, la formation des alliances n'est censee refleter qu'un e tat momentane des rapports de puissance. A contrario, l'application a l'OTAN de la methode geopolitique se revele feconde et d'une plus grande portee interpretative. Inscrite dans la duree, cette alliance politico-militaire recapitule des heritages et des memoires qui requierent une demarche historienne distinguant differentes echelles de temps. L'elargissement de l'OTAN sur les plans geographique et fonctionnel ne saurait s'expliquer par la seule dynamique de la « revolution dans les affaires militaires » et, plus generalement, le progres technologique des armements. Le processus de « transformation » de l'OTAN renvoie a des situations ainsi qua des representations geopolitiques globales qui doivent être saisies selon differents ordres de grandeur et niveaux d'analyse
