    The following article only implicates, in its appreciations, presentation and interpretations , the responsibility of the autor. It doesn�t pretend to be a scientific essay but a critical information about the linguistic and political situation of its country. It will be the more objective as it can be en relation to its belonging to one of the territorial, cultural and linguistic communities of the country, the French one. It is not either a text written by a party speaker.
