El término innovación nos remite a la idea de cambio hacia algo nuevo o mejor dentro de cierto marco de referencia. La innovación tecnológica involucra nuevos o mejores productos, procesos o servicios, y se aplica prácticamente a todas las áreas científicas. Pero todos los territorios no ofrecen las condiciones necesarias o adecuadas para que un medio innovador se desarrolle o sostenga adecuadamente. El medio innovador, como lugar donde se gesta la innovación, produce o influencia cambios que van desde el mercado laboral hasta la estructura del territorio que lo sustenta. La industria de alta tecnología está asociada al medio innovador porque ws productos son muy especializados, bastante diferentes a los que ofrece la industria tradicional. El medio innovador requiere de ciertas características que incluyen la cooperación con universidades y centros de investigación, la disponibilidad de infraestructuras de transporte y de telecomunicaciones, la fuer;.;alaboral adecuada para cada una de las funciones, el capital o los recursos que permitan su sostenimiento, una línea de productos innovadores, el mercado para sus productos y la generación continua de sinergias. Por estas y otras razones la innovación tecnológica y el territorio están fuertemente ligados e imbricados, y muchas políticas de intervención territorial consideran pertinente incluir la potenciación de los medios innovadores y de la industria de alta tecnología.
