La documentación inédita del Archivo Secreto Vaticano muestra a un gobernante deseoso de establecer unas relaciones más armónicas con la Iglesia, después de una historia abundante de intromisiones en los asuntos eclesiásticos por parte de los gobernantes de turno. Prueba de ello fue su intervención determinante para elegir como sucesor de Mons. Uzcátegui en la Arquidiócesis de Caracas al candidato que tenía las mejores cualidades: Juan Bautista Castro.
Sin embargo, con el transcurso de los años estas relaciones cordiales fueron agriándose al influir en el presidente seglares y eclesiásticos de baja moralidad y deseosos de conseguir intereses particulares. Prueba de ello fueron las fricciones con la Ley del Divorcio, las nuevas circunscripciones eclesiásticas, el nombramiento de nuevos obispos y la expulsión de Mons. Jáuregui.

The unpublished documentation of the �Archivo Secreto Vaticano� shows to a desirous president of establishing some harmonious relationships with the Catholic Church, after an abundant history of interferences in the ecclesiastical matters on the part of the previous governments. It was his decisive intervention to choose as successor of Mons. Uzcátegui in the archbishopric of Caracas to the candidate that had the best qualities: Juan Bautista Castro.
However, with the course of the years these cordial relationships went souring when influenced in the president citizens and ecclesiasticals of low morality and desirous of getting particular interests. The evidences of these were the frictions with the Law of the Divorce, the new ecclesiastical districts, the nomination of new bishops and the expulsion of Mons. Jáuregui.
