Resumen de Autoritarismo, pactos de élites y gobernabilidad en Nicaragua 2001-2008

Se analizan diferentes aspectos relacionados con la consolidación de las instituciones democráticas en Nicaragua, especialmente durante el mandato del presidente Bolaños (2001-2006). Se reflexiona sobre las particularidades básicas del sistema político, la política de modernización del legislativo nicaragüense y las principales características de los diputados; se hace referencia al sector justicia y se abunda sobre las relaciones entre los militares y el ejecutivo. El objetivo es puntualizar algunas de las condiciones del sistema político nicaragüense y mostrar cómo colisionan y se enfrentan los esfuerzos modernizadores con la realidad de un sistema político poco permeable a los cambios estructurales. A pesar de centrarse la investigación inicial en el período del presidente Bolaños, sin embargo la importante participación del aparato político del sandinismo durante ese periodo, y la continuación de las prácticas y de los pactos políticos entre las elites permiten afirmar que las características del sistema político nicaragüense permanecen sin muchos cambios hasta la actualidad.

Different aspects related to the consolidation of democratic institutions in Nicaragua are analyzed, especially during the mandate of president Bolaños (2001-2006). In this article the author discusses the basic peculiarities of the political system, the policy of legislative modernization of the Nicaraguan Congress, and the main characteristics of its congressmen; he refers to the administration of justice, and to the relations between the military and the executive. The objective is to emphasize some of the conditions of the Nicaraguan political system and to show how they collide with the modernizing efforts, and with a reality where the political system is not permeable to the structural changes. In spite of concentrating this research on the period of president Bolaños, the important participation of the political apparatus of the Sandinism during that period, and the continuation of the practices and the political pacts between the elites allow the researcher to affirm that the main characteristics of the Nicaraguan political system have remained basically unchanged until the present.
