    La mayor presencia de personas con orígenes diversos ha aumentado la diversidad lingüística (y cultural) de la sociedad vasca. Las políticas de normalización del euskera se enfrentan así a un contexto diferente de aquél para el que inicialmente fueron pensadas. Por otro lado, la conexión de diversidad lingüística e integración social de las personas inmigrantes no ha sido profundamente estudiada. Sin embargo, es obligado preguntarse sobre el papel que pueden ocupar las nuevas identidades lingüísticas en nuestro contexto político. La cuestión es reflexionar sobre qué tipo de intervenciones jurídicas deben establecerse en la relación entre las lenguas inmigradas y el euskera. En este sentido, es necesario asumir una gestión más abierta e integradora de la diversidad lingüística, pudiendo utilizarse como parámetro para ello la normativa europea vigente en materia de lenguas minoritarias.

    The immigration movements that have taken place in recent years in Basque society have significantly altered the previously existing «language landscape». As a result, the policies for normalising Basque have to deal with a different context. Until now the link between the language diversity of the immigrants and their integration into society has not been properly studied. Taking the inclusive concept of citizenship as the basis, it is necessary to ask what the task of the new language identities is in our political frameworks. On the other hand, it is essential to regulate the democratic management of language diversity existing in society by increasing the opportunities for participation and by ensuring a suitable presence of the different identities.

    Euskal gizartean azken urteetan gertatu diren immigrazio-mugimenduek aurretik zegoen «hizkuntz paisaia» modu nabarmenean aldatu dute. Horren ondorioz, euskara normalizatzeko politikek testuinguru ezberdin bati aurre egin behar diote. Orain arte, etorkinen hizkuntz aniztasunaren eta gizarteratzearen arteko lotura ez da ondo aztertu. Herritartasunaren kontzeptu barne-hartzailea oinarri hartuta, beharrezkoa da hizkuntz identitate berriek gure eskema politikoetan duten eginkizunari buruzko galdera egitea. Bestaldetik, behar beharrezkoa da gizartean dagoen hizkuntz aniztasuna kudeaketa demokratikoa arautzea, parte-hertzeko aukerak handituz eta identitate ezberdinen presentzia egokia ziurtatuz.

    Les mouvements d`immigration de ces dernières années dans la société basque ont modifié de façon très importante le «paysage linguistique» existant. C`est pourquoi les politiques de normalisation de la langue basque doivent s`adapter à des contextes différents.

    Jusqu`à présent on n`a pas bien étudié le lien qui existe entre la pluralité linguistique des immigrants et leur intégration dans la société. En se basant sur le concept de citoyenneté, il faut que les nouvelles identités linguistiques s`interrogent sur leurs devoirs à l`intérieur de nos schémas politiques. D`autre part, il est indispensable de réglementer la gestion démocratique de la pluralité linguistique de notre société, en élargissant les choix participatifs et en assurant une présence correcte des différentes identités.
