    El presente artículo resultado de investigación del proyecto Bicentenario Constitucional Colombiano 1810 � 2010, arista de las finanzas públicas nacionales, muestra de manera descriptiva y analítica, las cláusulas constitucionales plasmadas en la Constitución Política de 1886 y las reformas hasta 1936. En el se halla el tratamiento dado por la Constitución desde finales del siglo XIX y comienzos del XX a los recursos del Estado, período en el cual las reformas más representativas las constituyeron la intervención del Estado en la economía, la anualidad en el presupuesto de rentas y gastos, el establecimiento de monopolios y la fuerza restrictiva del presupuesto.

    This article is the product of research on the project named Bicentenario Constitucional Colombiano 1810 � 2010, guide for the management of the finances of the State. The article presents, in a descriptive and analytic way, the constitutional clauses of the 1886 political constitution, and its reforms thorough 1936. This article includes the State�s resources management since late nineteenth century to the beginning of the twentieth century, period which most relevant reforms were the intervention of the State in the economy, the implementation of a yearly State budget, the establishment of monopolies, and the restrictive condition of the Budget.
