El propósito de esta investigación fue determinar los factores organizacionales, tecnológicos y legales que inciden en el desarrollo del Gobierno Electrónico en la alcaldía del Municipio Carirubana, así como determinar la brecha digital existente en los ciudadanos que habitan en él proponiendo lineamientos estratégicos para desarrollar el Gobierno electrónico. La investigación es de tipo descriptivo de campo. La metodología utilizada fue dividida en fases y actividades que generaban entradas y salidas que fueron utilizadas en las actividades posteriores, concluyendo que la brecha digital existente en el uso de Internet en los ciudadanos es de 82%, y esta determinada básicamente por el nivel económico de las personas, el acceso a la tecnología y del conocimiento en el manejo de Internet, también influye el nivel educativo que presentan los ciudadanos del municipio Carirubana. Por otra parte los servicios de mayor demanda por parte del público son el pago de ejidos, trimestres y la solicitud de documentos oficiales.

The intention of this investigation was to determine the organizational, technological and legal factors that affect the development of the Electronic Government in the mayorship of the Carirubana Municipality, as well as to determine the existing digital breach in the citizens who live on it proposing strategic guidelines to develop the electronic Government. The investigation is of descriptive type of field. The used methodology was divided in phases and activities that generated entrances and exits that were used in the later activities, concluding that the existing digital breach in the use of Internet in the citizens is 82%, and it is this determined basically by the economic level of the people, the access to the technology and of the knowledge in the handling of Internet, also influences the educative level of the citizens of the Carirubana municipality. On the other hand the services of greater demand on the part of the public are the payment of ejidos and request of the official document.
