    • This article tries to explain the current situation of Latin America from a 'longue duree' perspective. Searching for the most profound and essential long term processes that are present in the history of Latinamerican civilization (its condition as an always dependent economy from the succesive centers of the capitalist world system, Latin America as the youngest civilization in world history, and exceptional cosmopolitan cultural attitude all over the last five centuries) the article tries to give a general view about the economic, political, cultural ans social situations of Latin America in the beginnings of the third millenium. At the same time, and taking into account the important changes taht occured as from 11 -09 - 2001, the article explores the new role that America Latina plays, in the new geopolitical design of a possible neomaccarthiysm promoted by the USA government, in a context of declination of US hegemony in the world and of the crisis at the capitalist system.
