Resumen de Desarrollo rural y desigualdades. Algunas observaciones en relación con Andalucía

La aplicación del desarrollo rural en Andalucía exige la distinción entre las áreas dotadas de sistemas agrarios modernos, más o menos competitivos, y las que sustentan sistemas tradicionales más o menos resistentes, por las limitaciones físicas y problemas derivados del éxodo rural. En esta ponencia se sustenta la tesis de que deben ser estas últimas (áreas de montaña y desfavorecidas) el verdadero objetivo de un desarrollo rural integrado y sostenible, susceptible de frenar o reducir los desequilibrios territoriales y desigualdades socioeconómicas intraregionales. En esta perspectiva se analizan también por último, las políticas más destacadas de desarrollo rural aplicadas en Andalucía en los últimos años.

The application of the rural development in Andalusia demands the distinction between the endowed areas of agrarian systems modern, more or less competitive, and those which sustain traditional systems more or less resistant, by the physical limitations and problems derived from the rural exodus. In this motion is sutained the thesis of the fact that they should be these last (mountain and disfavourable areas) the real objtective of a sustinable and integrated rural development, susceptible of stopping or reducing the territorial unbalances and intraregional socioeconomic inequalities. In this perspective are also analyzed finally, the most outstanding policies of rural devolopment applied in Andalusia in the last years.
