En este trabajo se pretende sintetizar los cambios que se han establecido en las políticas universitarias en el Siglo XX que se originaron especialmente por la denominada .tercera Revolución Industrial. en la década de los 80. Este hecho económico dio un nuevo ordenamiento internacional que ha sustentado la globalización económica y la mundialización de las ideas Lo anterior ha conllevado nuevas políticas para la universidad del mundo globalizado del Siglo XXI especialmente en una nueva sociedad de la información y con .Espacios comunes del conocimiento.. Las universidades Latinoamericanas no han estado aisladas de este movimiento que se inicio en 1998 en Europa con el denominado .Proceso de Bolonia.. El trabajo plantea, en prospectiva, los problemas que deben entrar a resolver las universidades latinoamericanas y del Caribe, para ingresar a la sociedad del conocimiento del mundo global. El trabajo se sustenta en documentos de las diferentes reuniones de las Organizaciones Internacionales, con la metodología de la historia social de la educación y de análisis prospectivo.

This paper synthesizes the changes that have been established in the university policies in the XX Century, which were originated specially by the so called .The Third Industrial Revolution. in the decade of the 80s. This economic fact gave a new international ordering that has sustained to the economic globalization and the worldwide ideas. The previous thing has entailed new policies for the university of the globalized world of the XXI Century, specially in a new information society and with .Common knowledge Gaps.. The Latin American universities have not been isolated from this movement that began in 1998 in Europe with the denominated .Process of Bologna.. This paper raises, in prospective, the problems that must be solved by the Caribbean and Latin American universities, to enter to the knowledge society of the globalized world. This work is sustained in documents of the different International Organization summits through the methodology of the social history of education and of the prospective analysis.
