    Un moment històric amb processos complexos, en algunes democràcies de l'Amèrica Llatina, és el punt de partida de l'autor per a reflexionar sobre els reptes que, en el conjunt del continent americà tenen els sistemes democràtics. Partint d'un passat recent en algun cas molt inestable, és fonamental reflexionar sobre les estratègies més viables per a la posada en marxa i la consolidació d'institucions democràtiques duradores, que en alguns països difícilment s'han conegut dins els darrers decennis. El desafiament no és només implementar un sistema politic amb eleccions lliures, drets civils per a la població, garanties d'expressió i de reunió, sistema judicial independent i l'imperi de la Hei. També es requereixen institucions politiques que puguin funcionar, tot canalitzant les divisions naturals en qualsevol societat de manera pacífica i generant politiques paliques que responguin a les necessitats de la nació. L'estudi del model presidencialista deis Estats Units permet establir les bases per a futures propostes en aquest sentit.

    A historic moment with complex processes in some democracies in Latin America is the author's point of departure for addressing the challenges which, in the American continent overall, are faced by democratic systems. On the basis of the recent past in some very unstable cases, it is fundamental to reflect upon the most viable strategies for the implementation and consolidation of lasting democratic institutions, which some countries have not known in the recent years. The challenge is not only to implement a political system with free elections, civil rights for the population, guarantees of expression and congregation, independent legal system, and the rule of law. Viable political institutions are also called for, which channel the natural divisions in any society pacifically and generate public policies that respond to the needs of the nation. The study of the presidentialist model of the United States makes it possible to establish the bases for future proposals in this regard.
