En este trabajo analizamos las diferentes propuestas de financiación privada de obras públicas que han surgido en los últimos años. Se concluye que casi todas ellas difícilmente pueden ser llamadas «privadas», ya que quien finalmente paga es la Administración a través de las correspondientes consignaciones presupuestarias. Lo único que se ha conseguido con la mal llamada financiación «privada» es diferir el reconocimiento contable y presupuestario de esa financiación y enmascarar el endeudamiento en que se incurre. Por tanto, una denominación más apropiada de las mismas sería la de sistemas de aplazamiento o fraccionamiento del pago de la obra en varios ejercicios.

Ondorioztatzen denez, finantziazio guztiei ezin zaie «pribatu» deitu, azken finean ordaintzen duena administrazioa baita, aurrekontuetako diru-izendapenen bidez, hain zuzen. Gaizki izendatutako finantziazio «pribatuarekin» lortu den gauza bakarra da, azken batean, finantziazio horren kontabilitate- eta aurrekontu-aintzatespena atzeratzea eta eragiten den zorpetzea estaltzea. Horrenbestez, horientzako izendapen egokiagoa honako hau izango litzateke: obraren ordainketa zenbait ekitalditara atzeratzeko edo banatzeko sistemak.
We will here analyse the different private financing proposals for public works that have arisen in the last years. The conclusion states that almost none can be considered as a ¿private¿ financing proposal as, at the end, the Civil Service is the one in charge of the payment by means of its respective budgetary consignments. The only achievement of the wrong ¿private¿ denomination is to delay the budgetary and accountancy acknowledgement of that financing and to disguise the indebtedness caused. That is why we consider the following denomination to be more suitable: work postponement or instalment payment systems in different tax years.
