El artículo pretende acercar al lector a la situación social y educativa que durante todo el siglo XIX y el primer tercio del XX, vivió el colectivo ciego. Enmarcamos nuestra recopilación de leyes, reglamentos y decretos en un marco histórico que permite comprender mejor, no sólo el estado de la nación en ciertos momentos de la historia, sino también la incidencia que la cambiante situación social y política tuvo para estas personas con discapacidad.

The article pretends an approachment to the social and educative situation that amongst the whole 19th century and the first quarter of the 20th, had the blind people. We locate our laws, rules and decrees compilation in a historical frame that permits a better understanding not only of the nation�s situation in certain moments of its history but also the influence that this social and political changes had within the disabled people.
